Describe as much as you can. Height, build, skin tone, hair, glasses, a limp, a birthmark, what they always carry, how they speak. Small ordinary details are what someone in a crowded shelter actually recognises — far more than a formal photograph does.
A clear photo of the face helps more than anything else here. Add as many as are useful — a recent one, a full-length one, what they were carrying.
